Discipline Decisions
April 2026
When CMTO receives complaints, the Inquiries, Complaints and Reports Committee (ICRC) can refer serious allegations (e.g., sexual abuse or other professional misconduct) to the Ontario Massage Therapists Discipline Tribunal (OMTDT), which is the Discipline Committee of CMTO. The OMTDT has issued the following decisions:
- Coel Findlay (2026) Read CanLII
The Tribunal found that Mr. Findlay massaged or touched a patient’s sensitive areas without consent at three treatments in 2017. He also failed to ensure that draping was secure and that the patient’s sensitive areas were not exposed. In 2021, Mr. Findlay was found guilty of assault on this patient, a conviction for an offence that was relevant to his suitability to practise.
