CMTO Expands Participation in the Health Professions Discipline Tribunals, Renames Discipline Committee

In December 2024, the College of Massage Therapists of Ontario (CMTO) decided to expand its participation in the Health Professions Discipline Tribunals (HPDT) by transitioning all its discipline matters to the HPDT model. Under an earlier pilot project, only sexual abuse matters had been assigned to the HPDT. The HDPT is a group of tribunals made up of the discipline committees of various participating health colleges. The tribunals have a common chair, experienced adjudicators and Rules of Procedure.
At its March 2025 meeting, CMTO’s Board approved by-law amendments associated with this expanded participation.
Key changes include:
- New name: CMTO’s Discipline Committee will now be called the Ontario Massage Therapists Discipline Tribunal (OMTDT).
- Leadership: The HPDT Chair was appointed Chair of the OMTDT, and a non-Board professional member was appointed Vice-Chair.
- New processes: The OMTDT is expected to adopt HPDT’s Rules of Procedure, use standardized case management processes, and continue to participate in joint education sessions.
Professional obligations for Registered Massage Therapists/Massage Therapists under the Regulated Health Professions Act, 1991, the Massage Therapy Act, 1991 and CMTO’s Standards of Practice remain unchanged.
