The College of Massage Therapists of Ontario (CMTO) is considering making changes to its By-law No. 8: The Register and Registrant Information. This by-law specifies the information CMTO requires from Registered Massage Therapists (RMTs/MTs), and the information that is displayed on CMTO’s public register.

1. Sharing registration numbers with health insurance providers

CMTO is proposing amending By-law No. 8 to allow CMTO staff to share an RMT’s/MT’s registration number with health insurance providers for the purpose of verifying the RMT’s/MT’s registration status.

CMTO does not display registration numbers on the public register. However, health insurance providers sometimes need this information to confirm that treatment being claimed for reimbursement was provided by an RMT/MT who is authorized to practise.

CMTO asks registrants at registration and annually at renewal if they consent to CMTO sharing their registration number with health insurance providers upon request. More than 97% of registrants provide their consent. If a registrant does not consent, staff cannot disclose the registration number and the insurer must contact the RMT/MT directly.

Providing confirmation of a registrant’s status, including validating their registration number, is an important role for regulators. The proposed by-law update would give health insurance providers the access they need to that information.

2. Removing Massage Therapy education information from the register

CMTO is also proposing to amend By-law No. 8 to remove the educational institution where an RMT/MT completed their Massage Therapy education and graduation year from the public register.

It’s important to have a public interest reason for the information CMTO shares on its public register. Currently, every RMT’s/MT’s record on the register includes the educational institution where they earned their Massage Therapy diploma and their year of graduation. Given that every applicant must meet the same education requirement for registration , similar to successful completion of the Certification Examinations, there is no clear public interest reason for displaying a registrant’s Massage Therapy educational institution and graduation year on the register.
