As a part of its mandate, the College of Massage Therapists of Ontario (CMTO) develops or amends regulations, by-laws, policies, Standards of Practice and other practice resources with the goal of protecting the public interest. Gathering feedback and comments from the public, registrants, and other stakeholders, helps the College understand the effectiveness and impact of the proposed changes. Prior to adopting the new changes, CMTO carefully considers received comments and feedback to ensure all decisions at the College are made in the public interest.

Proposed Amendments to By-Law No. 8 - The Register and Registrant Information (closed January 7, 2019)

Between December 2018 and January 7, 2019, the College circulated a survey to stakeholders on proposed amendments to By-Law No.8 – The Register and Registrant Information for comment. There were 975 responses to the survey, 956 of these were from registrants. 88% were in favour of the proposed amendments. Comments on the proposed amendments were made by 18 respondents. Some of these comments related to the collection of information on offences and also information on licensed professions. In reviewing these comments, it was noted that some registrants did not have a clear understanding of what would be placed on the public register or understand the rationale behind the proposed amendments. For example, some registrants were concerned that information respecting licensed trades would be on the public register. The rationale for collecting this information is to ensure that there is nothing in an applicant/registrant’s past conduct that may affect their suitability to practise as a Massage Therapist. Another concern raised was the need for advising the College of any offences. The requirement for a registrant to report offences is outlined in the Regulated Health Professions Act, 1991. This is not a requirement imposed by CMTO but by the legislation and applies to all regulated health colleges in Ontario. Unless a concern is identified, i.e. a pattern of behaviour that raised concerns that may impact MT practice, no action would be taken. The proposed amendments were approved by Council for implementation on April 1, 2019.

At its meeting on May 15, 2018, CMTO’s Council approved an update to By-Law No. 7 (after circulating the proposed amendments and receiving responses) that will increase Certification Examination fees in 2019 to $575.00 for the Multiple-Choice Question (MCQ) examination, and $805.00 for the Objectively Structured Clinical Evaluation (OSCE) examination.

At its meeting on September 10th, Council approved an increase to CMTO’s registration fees. The registration fee for 2019 is now $785.00 for a General Certificate and $200.00 for an Inactive Certificate. The Registration renewals deadline for 2019 will be on December 31, 2018 (instead of November 1st) to allow more time for registrants to adjust to the increase.
